To Cap or Not to Cap Broadband?

Recently, Time Warner has put in place broadband caps in select cities:

There is legislation being put through attempting to limit or eliminate broadband caps:

On the one hand, Time Warner is a private business. The company should be allowed to charge what ever the company wants, and provide services the company thinks consumers need. On the other hand, Time Warner has a protected monopoly in many of these areas. Competition cannot force pricing down, or services to remain unlimited, because competition is not allowed. IMHO, get rid of the protected monopoly, allow Time Warner to charge whatever the company wants, and let consumers jump ship to other companies which provide a more desirable service and cost.
